Mystery solved: According to The Register-Star, the Hudson police have determined that flags disappearing from veterans' graves in Cedar Park Cemetery were removed not by drunk teenagers, or Occupy protesters, or Al Qaeda, or more common vandals, but by... woodchucks.
... who evidently have been ripping the flags from their wooden posts, then carrying multiple copies of Old Glory off to their burrows, for some unknown purpose. Paging Bill Murray...
